The founders of the EU–INC campaign have sent an urgent public appeal to Europe's heads of state and government, arguing that months of negotiations have removed the very provisions that made the proposed pan-European company framework worth having.

They name five elements they consider essential: free choice of where to register, a common stock-option framework, a central digital registry, local worker protections and access for all companies. Trade unions, led by the European Trade Union Confederation, remain opposed and warn the framework could let companies sidestep national labour standards.
